Starter issue!! :(

Sooo the Tib hasn't consistenly started up>> no clicking sound just nothing at all... but with some clutch and gear shifting I can get it to go.. then it's fine!

To diagnose, when checking the clutch ignition cut off switch, what should the voltage do?

Just trying to get a good idea between a corroded connection (loose), poor starter sylinoid, or a bad clutch switch..Thanks gang!!
