Does this make any sense? (p0501)

Still getting p0501 + RPM limiter:
Replaced front right wheel speed sensor.
WSS has been scoped and checked out.
Checked for continuity from the female connector to the ECU (Pins 38/39 Non-ABS car).
I had a local shop check the ring on the drive axle and they said it was alright.

My ECU isn't original but it is the correct part number per Hyundai. According to Hyundai and the VIN on the ECU it came from a v6 m/t ABS car. Hyundai has tried twice to re-write two separate ECU's to my VIN but failed (Has this ever worked?). I've had a local shop try and go in through 'Launch' via the TCU and disable ABS. Low and behold manual cars don't have a TCU so it didn't work.

Harness C133-4 was also completely cut and butt-connected back together but like I said I am getting continuity.

Everything points toward the ABS ECU in a non-ABS car, but I've never read anything confirming this not to mention ABS/Non-Abs is ran through different pins on the ECU. It's difficult to differentiate ECU's unless the donor cars VIN can be provided or the ECU plugged in and read. There are several ECU's around for sale but no-body can tell me for sure if its ABS/Non-ABS all they ask for is a part number.

Does this make any sense at all?
