Best place to buy "wheels" from?

Ive been wanting to buy new wheels(18") now for awhile. I'm willing to spend up to about $2000 on wheels, and with that being said, best place to buy tires as well? Willing to spend up to about $1200 on tires.

Keep in mind, I live in Canada. I'll pay shipping but hoping for reasonable shipping as well.
