Insurance problem

My friend got rear end by another car today.

My friend is not at fault but he only has 3rd person liability.

After he called his insurance, the insurance said they are going to pay for it... not the insurance company of the guy who is at fault

so that raises my question, how does 3rd person liability works in Ontario?

how does our 3rd person liability works and the one who is at fault?
