HELP!! starting issues

having starting issues. and ive been researching a bit
car will Not start, and will not crank. but accessories ARE powered.
all i hear when i try to start is a dull spinning or lulling sound,
Pop Clutch starting does NOT work! (6-manual)
Jump Starting does not work.
i put a new battery in YESTERDAY and all connections are tight.
I did research and did not have any alternator problem signs when it was running earlier today.
tested starter relay. its good
I checked my starter solenoid and the terminals receive 12.9v when off, 11.9v when i try to start it.
checked fuses too.

any insight?
please help!
