How to properly torque outer tie rod end (front driver)

So I've replaced the tie rod end as mentioned. The issue is I can't determine how much I'm torquing it down. The end the bolt goes onto just spins around unless I use an impact wrench but I cant tell how tight it is.

Should i just impact it til its snug? Maybe if i get it tight enough with an impact, i could then use my torque wrench without it spinning?

I believe it only calls for 18 - 25 ft/lbs which isnt much. Im concerned about over tightening. .
