HIDs two different colors....why?

Ok, so i'm not new to hids or anything, but here is my issue.

For some odd reason, my passenger headlight hid bulbs always seems to be a different color than the drivers side. For instance right now i have 12k vvmes, my driver side color is perfect, a nice baby blue color which is right for the vvme 35w 12ks.

Now, my passenger side is just white with a hint of blue, looks more like 8k. I have also noticed this from basically every company i have ordered bulbs from, no matter what color temperature i order. The driver side always shows the true color while the other side is more yellow/white. would it have anything to do with the headlight itself?

i have a new pair of bulbs on the way and will try swapping the driver side to the other to see if it is the same color. My passenger headlight does have some yellowing on it , would this effect the color output? i have wet-sanded headlights twice and cleared them.

I actually just ordered a brand new passenger side headlight off amazon because this is annoying the heck out of me.now i just gotta clear corner it to match.
