CV Axle Replacement Question

Hey guys I was replacing my struts and springs and noticed the CV boot was bad and decided to go ahead and replace the CV axle. I pulled the axle but am a little concerned that i pulled off too much. In the picture below was the part with the arrow point to it supposed to come off? it looks like it is just a dust cover for the bearing. can i just slip this cover off and put it onto the new axle and put it all together? Maybe this was supposed to come off and the new axle will come with it on it too?
